Aretum is seeking a skilled and experienced Proposal Writer to assist in generating high-quality content for RFP responses, for federal contracts. This is a 1099 Consultant role, ideal for candidates with a strong background in Artificial Intelligence, Solutions Architecture and proposal writing. 

Due to the nature of our work as a federal consulting organization, employees may be expected to handle Controlled Unclassified Information (CUI) and must adhere to applicable safeguarding and compliance requirements. Additionally, all team members may be called upon to support proposal efforts as needed. This could include resume formatting, providing skills alignment summaries, participating in meetings, or contributing to solutioning activities based on subject matter expertise or functional experience. 

Responsibilities:

  • Collaborate closely with the Business Development and Capture teams to understand proposal requirements and deadlines. 
  • Develop, write, and edit proposal content that is compliant, compelling, and tailored to the specific needs of each RFP. 
  • Research and incorporate relevant information, data, and statistics to enhance proposal content. 
  • Ensure proposed solutions comply with federal standards (FISMA, FedRAMP, NIST etc.) · Develop technical solution architectures and methodologies tailored to federal agency requirements 
  • Maintain up-to-date knowledge of federal contracting regulations and guidelines. 
  • Participate in proposal review meetings and incorporate feedback from stakeholders. 
  • Assist in the development of supporting materials such as executive summaries, past performance narratives, presentations, graphical content and resumes for key personnel. 
  • Adhere to strict deadlines for Content Delivery and Review 

Requirements

Required Qualifications: 

  • Minimum of 3 years of experience in proposal writing, preferably for federal contracts. 
  • Exceptional writing, editing, and proofreading skills with an emphasis on simplifying complex technical concepts into understandable language 
  • Ability to work with graphic designers to define, design and develop presentation materials and graphical content 
  • Strong understanding of federal procurement processes and contract vehicles. 
  • Ability to analyze RFPs and develop compliant and responsive proposals. 
  • Ability to handle confidential information with discretion. 
  • Understanding of Federal Acquisition Regulations (FAR/DFAR)  

Preferred Qualifications: 

  • Familiarity with federal AI initiatives, policies, guidelines and regulations promulgated by governing entities, including key oversight bodies such as OMB, NIST, GSA, NSF, Agency-specify Chief AI Officers and National AI Research Resource Task Force 
  • Strong technical background in AI, data analytics, and enterprise architecture 
  • Ability to generate conceptual diagrams breaking down complex AI concepts tailored to addressing specific use-cases described in solicitations 
  • Knowledge of emerging technologies in AI, and Machine Learning 
  • Familiarity with Systems Engineering and data management practices surrounding AI solutions 
  • Knowledge of core compliance requirements surrounding safety and security, privacy, transparency, governance, data quality and risk management · Experience in developing and implementing AI, Natural Language Processing, MLOps or Machine Learning solutions, particularly within the federal government space is preferred

Work Environment & Physical Requirements: 

  • This is a remote/work-from-home position. The employee is expected to maintain a professional and distraction-free home office environment with reliable internet access and the ability to participate in video and audio calls during standard working hours. Standard office equipment such as a computer, phone, and webcam will be used regularly. 
  • The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job: 
  • Prolonged periods of sitting and working on a computer. 
  • Frequent use of hands and fingers to operate computer and telephone equipment. 
  • Must be able to lift up to 15 pounds occasionally (e.g., moving equipment). 
  • Ability to participate in virtual meetings and communicate clearly via video/audio platforms. 

Travel Requirement: 

This is a remote position; however, occasional travel may be required based on project needs, client meetings, team collaboration events, or training sessions. Travel is expected to be less than 10% and will be communicated in advance whenever possible.
